Although there has yet to be any sort of official announcement from EA/Maxis, I can confirm that the “Celebration Stuff” pack is currently available for pre-ordering instore at EB Games. Please note that EB Games (as well as Gamestop) is also currently offering a pre-order bonus item of a blue dress as seen here
